This framework represented a major shift in vision for science education that requires system-wide changes to achieve (e.g., development of new curriculum materials, assessments, teacher professional learning programs). A critical aspect is helping educators understand and implement phenomenon-based, three-dimensional science instruction. In school, students engage in the science practices in service of this goal.
