Lessons Learned about Planning and Implementing Statewide Systemic Initiatives (SSIs) in Mathematics and Science Education

Authors: Heck, Daniel J.; Weiss, Iris R.; Boyd, Sally; and Howard, Michael
Date: April 2002

This paper, presented at the annual meeting of the American Educational Research Association in New Orleans April 2, 2002, is grounded in research on the strategic thinking of all of the SSIs that completed the initial five-year phase of funding. Proposals and reports from all SSIs and semi-structured interviews with leaders in 13 of the SSIs are the data sources. Results focus on examples of how SSIs: 1) operated within the formal and informal education system; 2) cooperated with existing reform efforts; 3) sequenced and balanced interventions; and 4) gained public, political, and professional support for systemic reform.
